It makes me wonder: how necessary is it? Do they truly get higher ratings with it? Are there dudes out there who would not watch KLK, but do now because they get to see a girl embarrassed in her underwear?
I mean, probably, I guess. It just seems weird to me that people would be "Nah, I don't want to watch that show--wait, rape jokes? I'M THERE!"

1. Would you keep watching the show if the overt fanservice stopped? (presumably yes?)
vs
2. Would I have continued to watch the show if the overt fanservice stopped (definitely yes)

Now whether those themes are worthwhile is another question, but then again it's an odd question in the first place.
I mean fundamentally the majority of TV isn't at all 'necessary', why is this your line.

I guess it might be better to say "is the show better for having it?" or "is it worth driving off an audience who would otherwise like it?" rather than "is it necessary." In the first episode, gosh, I so wanted to like it, but I kept getting thrown out of the moment because it kept creeping me out. I wanted to like this show! I really did!
For instance, cannibalism is pretty necessary to Hannibal, even though that concept can be alienating. It is thematically appropriate to the show, and the show would not work without it.
Shinji masturbating to completion over Asuka's comatose body was thematically relevant to End of Evangelion's "FUCK YOU FANBOYS THIS IS WHAT YOU LOOK LIKE" ongoing theme. It is alienating, but since the whole point of the movie was Shinji's downward spiral and disassociation from all personal contact, and this added to it. And also that Anno hates you. :D
If making the lead dress in a sexual way she does not want is to the theme of the show, then I suppose that's fine, although it depends on where it goes, like you said. In the first episode, it seemed utterly unnecessary to the show--it could be removed, and we'd be left with goofy over-the-top fights and a kickass main character and weird worldbuilding and the show would be better for it.
