Because you don't kill people based on a computer program's results of "Who might do bad things." Also, what is the qualification for "bad things"? Murder? Burglary? Not Hailing Hydra?

Uh... are you a troll, or..?

Assuming you're not, you don't kill people who are potentially dangerous. What Pierce was doing was that he'd kill people who had done nothing wrong, but had the potential to do something wrong. With the vast number of people who were going to die, it's inevitable that innocent people would be murdered. Plus, it's all based off of something that sounds shifty anyways; how do you know for a fact that there won't be people who start committing crimes?

It's just a terrible plan that will end up killing a ton of innocent people.

His plan is to kill millions of mostly innocent people without a trial, based on if they could ever oppose him based on their public records?

But... Pierce was going to kill people, and not only that but he was going to kill people that HYDRA viewed as a threat so it was not going to be the bad-guys that got offed. Many, many innocent and good people would have died.

(I mean sure enjoy him as a bad-guy, I liked him for that but he was not in the right even slightly)

Other than his proposed death toll of 20 million based on a computer program's predictions about who might one day be a threat to the totalitarian rule of a Nazi offshoot terrorist organisation that, among other things, brutally tortured Bucky 'Kicked Puppy Eyes' Barnes into a brainwashed cyborg mass murderer with zero agency and the emotional capacity of a small child? You know, for being against being taken over or their potential future opposition.

And there's the whole Bucky brainwashing thing.

And trying to have Nick killed for figuring something out.

And going after Steve and Natasha to keep them from interfering.

And killing his housekeeper/maid.

And holding the Council hostage.

Plus there's that whole thing about Hydra causing chaos so that people would willingly surrender freedom for security, which I'm guessing, given his position, he played at least some part in.

Sure, the whole "in the interests of Hydra" thing might have been a bit pale.

But I don't see why killing people based on what they've done or might do is bad. And wasn't that what Fury was planning, anyway? Steve certainly seemed to think so, given that he said the thought that the punishment usually came after the crime.

Because killing people to create a culture of fear is not good? Nor is torturing someone for decades. Plus...everything. He was pretty much a straight up evil villain with no redeeming features to his plan so I'm a bit confused by this secret.
