on the magic in harry's house thing: i think that's because unlike dumbledore, the aurors and the weasleys, dobby isn't a registered wizard.

As well as the fact that all the humans who did magic in his house were either Ministry employees or the most powerful wizard on the planet after he just got proved right about Voldemort's return.

That doesn't make sense. Dobby would have done magic at the Malfoy house (as well as the other Malfoy house elves), Kreacher would have done magic while the kids were all at Number 12 and the house elves in other wizarding houses would have done the same. Also, Mr. Crouch took Winky to the Tri-Wizard cup and no one seemed especially surprised, so it can't be that odd for owners to take them out with them, where they likely would have done magic in service to their wizards.

The magic restriction would have to excluded house elves in general or else they'd be getting false alarms hourly.

I always figured it was something like the other people who visited Harry's house were all...approved, kinda? Like, presumably when Dumbledore visited and used magic, someone at the Ministry knew Dumbledore would likely be at Harry's house. House elves using magic at a wizard's home where house elves are known to be wouldn't surprise anyone. But the Dursleys don't have a house elf (obviously) and no human wizards had been noted as visiting, so it was assumed that Harry had done the magic.

The difference is that the Malfoys, Blacks, Crouches, etc. are all families that contain adult wizards. Magic happens in those houses as a matter of course, and presumably the adult wizards are expected to curtail any underage magic. Harry is the only person in his household who has any magical ability, and Dobby isn't his house elf, so it's reasonable to assume that any magical pings from his location come from him and not an authorized practitioner.

I read a fanfiction once [of the Harry/Draco variety, not terrible but kind run of the mill ... /off topic] that basically explained that houses such as Malfoy Manor and the like had a bunch of enchantments in it so that A) it couldn't be traceable* and if there were underage magic happening, the ministry wouldn't know it, so Draco could practice whatever magic to his little shriveled hearts content [that line was actually in the story I read haha]. So there's that theory too.

*I may be mixing up my fanfiction with that plot point...

Yes, I think underage magic without supervision was the problem, not underage magic in itself. The Weasleys all had broomsticks and the twins tried to make Ron swear an Unbreakable Vow before school age.

I think there was something - and it may have been in a fanfic or someone's headcanon - about how underage wizards in magic households arent as supervised as those who live with muggles. When a signal from a magic household goes in the ministry ignores it and they only respond when it's from someone who doesn't live with wizards. So the ministry basically relies on wizard parents to keep their kids from using magic.
Or it may have been that Harry in particular was being watched hard by everyone, but not hard enough to notice Dobby sneaking around.

Or House-elves can disguise their magical signature. We know that House-elf magic is different from wizard magic (they don't need to use wands, to begin with) but we're never given any hints as to how it works or what its scope is.

That doesn't make sense though. House-elf magic is apparently normally invisible to wizards to the extent that it doesn't set off the Trace - hell, they can Apparate around Hogwarts even if they're not employed by that institution.
