can anyone explain IPs to me?

So I'm a mod at a rather small forum. Today, I came across a new member whose screen name was really familiar to an old member who is no longer active. I clicked on her account to see if she shared the same IP as the old member. However...instead I see this new member's two latest posts are the same IP as a current member who happens to be a mod. From my brief look, it seems like these last two posts are the only ones where the two accounts share one IP address.

Is it possible that they're the same person? Or do I just not understand IPs? The IP is located in the UK, where the majority of the fandom members are located, even though I reside in the US.

Superhero comic recommendations?
