The central moral quality in Game of Thrones is empathy. And at the end of the day, Jaime learns it, and Cersei doesn't (or at least she hasn't yet).

I recall Jaime casually pushing a young boy off a tower in an attempt to kill him.

He may be getting less terrible through good deeds and character growth, but don't pretend he's "better" than Cersei. They are both terrible people in their own ways.

He's better than Cersei because he has good qualities that she lacks.

And in the books she was the one who ordered the massacre of the babies. The show toned that down to make her more sympathetic. That should give you an idea of how horrible she is.

Yeah, this.

Like pretty much all characters in the series, both Jaime and Cersei have their "good" qualities and their "bad" qualities. Some people just chose to ignore one side of things when it doesn't suit their most likely shipping needs.

Character growth IS what is making him better. They start out the same, he's growing into something better and she's getting arguably worse. No one's saying he's not without flaws, but he's got more good qualities than Cersei does at this point, even in just the TV show and disregarding the books.

Ah, and this is a place where book-readers diverge sharply from show-watchers.

The TV show toned down Cersei massively from the books, and it darkened Jaime a bit. (Example: He doesn't kill his cousin in the books. His annoying cousin gets killed by the enemy at a later time and he doesn't feel too sad about it, but it's very different from strangling his cousin to death as he does in the show.)

They start out equally bad, only Cersei has more reasons to be so given the way her father treated her, her abusive marriage, and the way women are treated in general in that world. Not that those things excuse her actions, but they help to explain them whereas Jaime is just that way without as much reason. So Jaime starts for me a few rungs down from her.

Then he's given development that she isn't. Which, to me, says more about the author, especially given that when we're finally given her POV we get none of the characterization of her that other POVs hinted at.

I'd certainly agree at this point in the series, he's a better person and she hasn't learned much at all. I still like her better as a character and find her more sympathetic even though she's a worse person at this point.

Cersei and Jaime were both raised by an abusive father. If that's a reason for Cersei to be fucked up, that's a reason for Jaime to be fucked up. And if Cersei had to deal with being married to a shit, Jaime had to deal with being widely reviled for killing a tyrannical murderous tyrant who was fighting in open warfare against his father. I think that Cersei probably has more reasons for being fucked up, due to as you say women have it bad in ASOIAF-land, but they both have plenty of reasons for being fucked up.

Brienne has it pretty bad as a woman too, an ugly woman no less, and she's not a complete sociopath. Likewise Sansa has been terrorized nonstop and has reason to believe everyone she loves is dead but she's still a kind and compassionate person. Some people are just rotten.

no one is saying Jaime is misunderstood or justified in his actions, just that he is the lesser of two evils even if they are both evil, which is true. he tried to kill a child but cersei ordered the slaughter of a lot of babies.

I don't think Cersei would save any of her relatives except her children and maybe Jaime. She even hates her father. I haven't read the books though so I don't know about that version. Jaime definitely has a redeeming quality. Haven't found one in Cersei yet.
