If you are focusing that much attention on them, even if they are not a well-known or popular fan, they may be feeling overwhelmed, or uncertain why you're doing all this. They might not like receiving gift-fics because they feel like they are expected to return in kind when they have no time for an additional obligation and are not responding to them because they want to pretend they never saw them so they don't have to have that unasked for obligation looming over them. They may even think you're a stalker, and will not comment because they don't want to encourage stalking behavior. Or you might be filtered out of their primary reading list for any number of unrelated random reasons.

Try backing off, do your own thing, and don't tie so much of yourself to the approval of one person.
