108) Kiyone wasn't part of the original canon, she was a character written for the novels and was only in the godawful TV series, iirc.
That's why she doesn't really get a ton of love, and that's why Tenchi's mother is later called Kiyone in the OAVs....it's not just that her name is different, her entire backstory is different too, because Achika is a non-canon character that only appears in the shitty TV universe. Hope this helps.

Achika is Tenchi's mom in the Tenchi Universe series.

Kiyone is Tenchi's mom in the Ryo-ohki OVAs.

Universe and the OVAs are two totally different things. It's that simple.
