Or maybe there could be two numbers counted. We could have the normal 'Kudos' and then have a 'Disapproval' button for those fics you really didn't like? But that might be abused...

Whereas kudos don't really influence what I read at all. I consider them more like candy for the author, and that's about it. I look at the summary, see if the premise appeals to me, and maybe read the story reviews. But if you're going to go out of your way to give someone a downer, I'd rather that be something that takes actual effort and thought. Not something accidental, like "I pushed the wrong button." I realize you can accidentally send a kudos, but ... put it this way, a lot of authors I value are sensitive about what other people think of them. I don't want them stressing over what having their fic disliked means when it could mean just about anything, from "a troll went by" to "I think your story is horrible" because they're more likely to assume the latter. I prioritize having a community that can shield its (what is it, optimistically 20%) of creators from uncommunicative disapproval. That's worth it to me, even if it means that I frown at a few stories that I wouldn't take the time to criticize.
I do get what you're saying in relation to stories that have thousands of kudos and really disappoint you, but I don't like what an across the board "have a down vote!" would probably do in relation to authors who write well and still only get a little tinder pile of kudos. I think in the long run, you'd be making people feel like the only writers who really belong on AO3 are the BNFs.

i think that having a downvote/dislike/whatever the fuck button on a fic would probably only increase the disparity between widely read authors and lesser known authors. plus, way the fuck more tedious drama. plus people who aren't particularly confident about their work (whether or not it's justified) might stop contributing (at least on that platform) and for the tinier fandoms, that would be a fucking travesty. if ao3 implemented something like that, i would predict a shift back to posting on lj or the rise of a new site.
if you don't like a fic, leave some constructive criticism. this isn't reddit where the op put three seconds of work into finding a picture from the internet--these writers have probably spent hours of their time and effort on these fics.
orrrrrrrr if you don't like a fic, stop fucking reading. seriously. don't waste any more of your time and look for another fic. or write the fic you want to read. writers aren't obligated to cater to your every interest, just as the potential audience isn't obligated to read or comment.
