I think a lot of it is hatred of the actress that gets transferred to the character.

From the reasons that I've seen people actually give, the Janeway hate is largely a matter of inconsistency. Haters would be like "Well she lacks this quality" and fans would be like "What? Did you not see that episode where..." and the haters are like "Yeah but remember that other episode where..."

When it comes to Trek I'm rather used to inconsistent writing and characterization, so largely I thought she was really incredibly cool and badass, and every now and then there was an episode that made me go "...really?" but I just considered them outliers. (Like Tom Paris in the "save the whales" episode, wtf was that, lol)

(And it might also not all be inconsistent WRITING. Everyone is allowed to have off days, make miscalculations, or change their minds. Janeway did that sometimes and I think she gets more flak for it from some folks because she was the first lead female captain we got to see at length.)

But overall she did a fantastic job in an unimaginably terrible situation and mad props to her. Definitely my favorite captain in the franchise so far.

I think the character is interesting (and complicated). It's just hearing the actress bullied one of her juniors on set that took the shiny off.

When I sit down and think about it, she’s actually my favourite captain too. Mind you, the fact that I need to sit down and think about it maybe says that’s not a high bar. I’m realising that the captains on Trek shows are rarely high on my favourite character lists.

(Given Garak and Shran, my favourite characters are often not even crew. Also, often aliens. Garak, Shran, B’Elanna, Saru, Q, Jadzia, the EMH (AI, not alien, but similar deal). McCoy from TOS is probably the main exception here, being full Earth-grown human)

She's a female character in a role that had previously been exclusively filled by male characters, and Star Trek fandom is full of that sort of SF fan. She was always going to draw a fuckton of vocal haters.

Add to that the fact that she also got the usual helping of new-captain hatred for people who were outraged that she dared exist while not being their favorite captain, which has been dumped on every captain since Kirk, and the fact that Voyager's tonal ambivalence meant she had some inconsistencies in characterization that grated on some viewers, and that's a whole lot of rabid loathing.

I generally liked her, but some of her more autocratic moments really rubbed me the wrong way (plus, yes, some of the inconsistencies due to the writing just seemed bafflingly out of character from what we had seen before). And I'm absolutely sure that other captains have had their moments of 'because I'm the captain and I say so'. She was flawed in fairly believable ways and struggling with a huge burden as a captain responsible for a crew without the foundational or command support of Starfleet. The series maybe didn't do enough to show that. Any command structure like that is not really intended to operate in a vacuum (so to speak), for long periods of time, especially given the original mission and crew. So, I think some people don't give her a fair shake.

However, knowing how her actor treated some of the other crew members has cast a pall on my fondness for her character.

Clive was so frustrating to me. He made Maurice happy, sure, for a while, but he was so suppressed and controlled by his 'class' and his peers and his upbringing and 'place in society' (not a surprise).... When he basically 'betrayed' Maurice (not like he had much choice in those days), I was so angry.

But then, Alec was so damn fun, even trying so hard to show Maurice wasn't intrinsically 'better' than him.... They're playful roughhousing was so perfect.

One of my favorite of this author's books, for sure.
