I assume people hated her because she was a cute, sweet, realistic character that actually had depth and wasn't just a brainless spaz with a crush on the main character. Wait a minute? That made no sense. Oh yeah, fandom has no taste. They hate Shirley but they're all over C.C. like she's the best thing since Rei Ayanami.

I loved Shirley though. And no offense to C.C. fans, she's... fine, I guess.
