there are quite a lot that aren't, but it depends on the genre. some genres tend to skew much more heavily towards "male fantasies" than others

RPG's where you can play the character you want? I rather enjoyed Dragon Age in that respect. Also more casual games that do not necessarily have "characters as such". I'm thinking "World of Goo" or Scribblenauts. And Braid sort of deconstructs the whole "looking for a princess" thing.

I'll admit that this isn't THE BEST GAME EVER, but it's fun. The player character can be either male or female and it does not affect the plot or gameplay in any way. Literally the only difference is the pronouns NPCs will use to refer to you. Also, for most classes the female player characters are dressed the same way as males.

since everybody else is being SUPER helpful allow me to give some recs

the portal series is really good in my opinion. the protagonist is female but is very rarely seen in the game, and when she is, you can see that she's clothed adequately for her situation. (valve as a company is generally really good with not being gross, but some of their other games like l4d and tf2 have mild sexist language in them, if that's something you're really trying to avoid)

i also like mirror's edge. the protag is a woman and isn't dressed for anybody's gaze. she proves herself to be very capable.

Guild Wars 1 was, I thought, really really good about this. Yeah you have the whole elementalist issue, but other than them I thought it was so good about making female avatars and female armor that were feminine, fun, practical, and not over the top gratuitous sex symbols. And they always gave everyone choices, you could go skimpy, middle, or fully covered up - for both genders.

Sadly they didn't really follow that for GW2.

Cosmo's Cosmic Adventure.

Beyond Zork (this is part of a series but I haven't actually finished the other games so idk they could be awful but they're probably not there are some sex jokes tho)

Imperialism. (this is similar to but a lot less popular than the Civilization games. But in the Civ games there are more male leaders than female; in Imperialism you don't pick a character so you can do what I do and pretend to be Xena. Also it's older and a lot glitchier than say Civ IV or V)

The Monkey Island series (Unless insulting women during sword fights crosses the line for you idk?)

Pokemon maybe?

I wouldn't really call of these feminist but I wouldn't call them disgusting male power fantasies either but I guess that's up to you to decide.

The Fallout/Oblivion games allow you to choose your character's gender, appearance, and even sexuality and are generally good about their NPCs, so you could pick one of those and play a disgusting female lesbian power fantasy if you wanted.

The Souls games also allow you to choose the gender, appearance, and age of your protagonist - also masculinity and femininity sliders so you can play a 100% "feminine" man and a 100% "masculine" woman if you really wanted. (Saints Row does this, too.) Plus, the "heavy" versions of the PCs are legitimately overweight - not just bigger-busted versions of the female PCs or more muscular versions of the male PCs. All clothing/armour is unisex, including the silk gowns for the magic users.

Mmm. I know Portal has gotten acclaim for its female protagonist. Mass Effect is pretty good at not being horribly sexist when you play a female Shepard. I enjoy playing as a female character in Skyrim and Oblivion. Haven't had any problems there. Harvest Moon isn't a male power fantasy. It's just about farming. Same with Animal Crossing.

Leaving out anything where male gaze is all but impossible; i.e., only things with actual characters:

For the most part, I notice that the Elder Scrolls games have the same armor on both men and women. Sex makes no real difference on game interaction. I've played Morrowind ~80 hours, and Skyrim ~60. According to my husband, there are some female NPC characters with skimpy armour, but it's pretty uncommon, and it doesn't have a male gaze-y tone. The worst I've noticed is some impractically deep cleavage on a coupe of characters, but it's not objectifying, imo, more, "The designer obviously doesn't have breasts and didn't think this through." The modding community is, unfortunately, a different story.

The Might and Magic rpg series is even better. I can't think of a single male gaze shot or anything.

Point and click adventure games are generally fine. My mom has a lot of them from Big Fish games.

The Sims, with no custom content, is fine. All interactions are the same for men and women. The only difference is pregnancy. The modding community is, again, extremely variable.

Terraria is stretching it in the 'having character' vein, but there's not a drop of sexism.

The Pokemon series is fine.

The Super Smash Bros series.

LoTR : War in the North and LoTR: The Third Age are both fine.

The earlier Metroid games.

The Raving Rabbids games. Of course, the rabbids are ambiguously sexed, but there's no sexism of any kind.

The Uncharted series is pretty much fine.

Portal is one of the best games for feminism: woman versus woman-cum-ai, both awesomely developed, within good gameplay, with no male gaze whatsoever.

That enough? I'm sure there are different opinions on several of these. I don't consider 'normal sexy' (you could see this person on the street) character design to be sexist, so of few of these have sexy girls; most of those also have sexy guys. Most of these have girls who are outright badass, and none have unrealistic sexiness, or sexiness without anything else, as far as I can remember.

Animal Crossing. It's extremely cute, there's a lot of good female characters and your town can become as cute or structured or desolate as you like.

Also, the only aspect that gender really changes are subtle differences in face styles at the start of the game and which set of hairstyles you start with. Girls can unlock boy haircuts. Boys can wear dresses.

The Fallout series. Not only can you be a female and not be treated any differently (except in some sexual situations, which you are never forced into), but there are a lot of important NPCs who are women and world itself is very gender-equal. Even in a world full of slavery and raiders, rape is very rarely, if ever, brought up.

The only time it does is with Caesar's Legion, which is a slave army that forces men into being soldiers and women into being breeders and healers. While people of that faction attempt to justify it and can make unsettling comments to your female character, it is unequivocally considered an evil faction by the games and it's never presented as a male power fantasy.

(Of course, unfortunately, the fandom is a different story. Ugghh.)
